Inquiry: Bicycle Path on Begin Road

At its meeting on August 5, 2025, the Council plenary approved Special Allocation No. 2541 in the amount of 300,000 NIS.

Purpose of the budget: Bicycle path on Ma’aleh Begin—Phase 1: Planning and site preparation.

During the session to approve the budget, the Council Chairman noted that “a local resident volunteer will supervise the work.”

For several months now, earthwork and site clearing have been underway to create a bicycle path (which is not a commuter path and may serve as the route for a future path).

Below is the inquiry broken down into short questions:

1. Who is the council’s representative overseeing the work on-site, and has this representative followed the procedures for requests for proposals/bidding, conflict of interest forms, or volunteer protocols (as required), and provided proof of professional insurance, etc.?
