Interpellation: Oversight of the waste removal contractor and the quality of its work in accordance with the terms of Tender 10/24

About a year and a half ago, a household waste collection contract was signed between the Council and the winning contractor. As part of the authority’s oversight and supervision of the contractor, a clause imposing fines for failure to perform the mandatory tasks under the agreement was also included (this clause is required to be enforced following clarification and verification with the contractor).

The tender specified 50 clauses relating to a variety of duties to which the waste collection contractor is bound. Duties such as: failure to empty waste bins, failure to remove or partial removal of piles, etc., as stated, all in accordance with the specifications in the tender and the contract on pages 64 through 67, with a specific monetary value listed for each clause in the event of failure to perform a duty.

The following is the inquiry

What is the cumulative amount of penalties imposed on the waste removal contractor from the start of the current contract until the end of 2025, broken down by year (2024, 2025)?

Attached is an example of penalties/fines for non-compliance with the contract clauses as published in the tender on pages 64 through 67
