Inquiry: Relocation as part of the implementation of the construction and evacuation project on Marvad HaKsamim Street

The Council Chairman’s instruction to Council staff not to respond to my inquiries is part of a flawed and non-transparent management culture. This is an organizational culture that views the Council as the Council Chairman’s private property rather than a public body obligated to respond transparently to members of both the coalition and the opposition. To my great regret, the Council Chairman has revived this culture amid the silence of the gatekeepers, primarily the legal advisor responsible for enforcing the law in the Council’s work. As evidence, the Council Chairman acted in this manner as early as 2015, as shown in the attached excerpt.

Below is a motion submitted in preparation for a plenary session scheduled to take place on May 5, 2015, and submitted by former council member Attorney Naama Tzur and council member Meir Vanunu (currently the paid deputy council head)

On March 16, 2025, I sent an email to the council chair, the secretary, the treasurer, the legal advisor, and the engineer. I did not receive a response; I followed up and sent the same email on May 5, but no substantive reply was received.

The text of the email is as follows:

Dear Sirs,

As part of the implementation of the construction and evacuation project on Marvad HaKsamim Street, the synagogue’s congregants are required to vacate the building they currently use and move to the synagogue building on the first floor of HaPdot Street.

The move is required for the demolition of the existing synagogue in accordance with the local zoning plan.


I would like to know what administrative procedure the council is following to facilitate the relocation of the synagogue’s congregants to the new building?

I assume the answer lies with the Council’s legal advisor.

What is the administrative procedure the Council is undertaking to relocate the worshippers of the synagogue on Marvad HaKsamim Street so that they may move to and use the synagogue building on the first floor of HaPdot Street?
