Motion: Preparation of a plan to allow for facade renovations throughout the Park HaYayin residential neighborhood

Submitted by: Council Member Dr. Limor Zar Gutman, Esq., “Lema’an HaMoshava” party

Park HaYayin Plan Sh/656 is taking shape. This year, the residential buildings were populated concurrently with the completion of environmental development by and funded through the Israel Land Authority’s project fund (completions are primarily required in public open spaces, installation of playground equipment, and more).

Residents of Wine Park approached me regarding an issue they raised with the Council that remains unresolved: as part of uniform design guidelines for all housing units, a central pillar was added to many balconies—a design element that, according to the residents, has no structural significance.

According to the residents, they have also approached the council and the committee, but the matter is not progressing toward a solution that would allow for the removal of the pillar. Some claimed they were promised before the elections that the issue of removing the pillar would be addressed.

Due to the council chair’s instruction to council managers and staff not to respond to me, I am unable to ask the council engineer about these details.

Motion:

The council shall initiate an urban planning program for the residential neighborhood in Park HaYayin, a plan in accordance with the Planning and Building Law that will grant apartment owners the option to remove the columns on their balconies, provided there are no structural issues with the apartment in question.
