Motion: Installation of a parking meter at the new Nili parking lot/Zionist Congress parking lot

The new Nili parking lot has approximately 70 parking spaces. The lot extends from Nili Boulevard to the intersection with the Bezeq parking lot; a wall runs the entire length between the two lots, preventing vehicle access but allowing pedestrian passage. The Bezeq parking lot has a parking meter, and additional payment options are available, such as Pango, Cellopark, etc. However, the existing parking meter is far from most of the parking spaces in the Nili parking lot.

The absence of a payment terminal at the Nili/Zionist Congress parking lot makes it very difficult for those parking there who are required to use the terminal located far from the new parking area. This is particularly true for drivers who cannot use one of the mobile parking apps or who do not have a smartphone capable of running these apps. This is a service we are obligated to provide even if it is not economically justified.

A similar motion was discussed at a plenary session held on May 14, 2019. All members of the outgoing plenary supported the motion submitted by the then-opposition member Zila Reshef, who is now the Deputy Mayor. The motion adopted at that time concerned the installation of a parking meter at the Duvim parking lot, which has 20 blue-and-white parking spaces. It follows, a fortiori, that a parking meter should be installed at the new Nili parking lot, which has 70 parking spaces. Attached on the next page as an appendix is the relevant excerpt from that session.

The following is the proposed resolution:

The local council will install a parking meter in the Nili Boulevard/Zionist Congress parking lot, which has approximately 70 parking spaces, similar to the meters currently in place at the Bezeq parking lot and the Duvim parking lot. Installation will be completed by June 1, 2026.
